Introducing China Targets: A new investigation exposes how Beijing abuses international institutions in its global campaign to stifle dissent

Dissidents have long sought refuge outside of China — seeking to escape the oppressive policies of an authoritarian state determined to silence them. But under the rule of President Xi Jinping, Beijing has extended its frightening reach further than ever before, terrorizing critics abroad and exporting repressive tactics around the world.

In collaboration with 42 media partners, ICIJ's China Targets exposes the scope of the Chinese government and Communist Party's campaign against their perceived enemies, from Hong Kong pro-democracy activists to oppressed Uyghur and Tibetan minorities.

"The Communist Party's essence hasn't changed," said Michael Kovrig, a former diplomat and expert on China's foreign policy. "What has changed is its capabilities."

China rejects allegations of transnational repression as "groundless" and "fabricated by a handful of countries and organizations to slander China," according to Liu Pengyu, a spokesperson for the Chinese Embassy in Washington, D.C.

And yet, interviews with more than 100 of Beijing's targets in 23 countries show the campaign is ramping up: half of the victims reported intimidation against their family members back home, dozens believed they had been followed or surveilled, and over 20 said they had been physically threatened or assaulted by Communist Party supporters.

Meanwhile, the response from authorities in many democratic countries has been weak. And the failure to contain Chinese authoritarianism has let it spread inside international institutions, including the United Nations and Interpol.

"Only when they see my dead body will they act," said Nuria Zyden, a Uyghur living in Ireland, about the police response when she reported being followed.
